
Ann Flagg, Rx Kids
Ann Flagg is a nationally recognized leader in health and human services policy with more than two decades of experience advancing programs that strengthen families and improve economic mobility. She serves as an Advisor to Rx Kids, supporting the expansion of innovative maternal and infant cash-support initiatives that improve maternal health, early childhood development, and family well-being.
Flagg is the Principal of Ann Flagg Consulting, advising philanthropic, nonprofit, and public sector partners on policy strategy, organizational development, governance, and program expansion to advance family-centered human services.
From 2021 to 2025, she served in the Biden Administration as Director of the Office of Family Assistance at the U.S. Department of Health and Human Services, leading federal policy for TANF and related programs.
She previously held leadership roles at the American Public Human Services Association and the Maryland Department of Human Services, overseeing initiatives across economic assistance, child support, child welfare, and immigration services.
Her work is grounded in experience partnering with community-based organizations in Baltimore City.
