The EITC Pooled Fund has made five campaign awards and five rapid response awards to state organizations working to help build public support for state EITCs, CTCs, and other tax credits in 2024.
The Fund also made four awards to national organizations working to help increase outreach and engagement on the IRS Direct File pilot in 2024 and expand the federal Child Tax Credit.
Campaign Awards
- Colorado Fiscal Institute was awarded $100,000 to make permanent the recent EITC expansion to 50 percent, protect expansions made during the 2023 session to the state CTC , and cement tax credit outreach into the state budget.
- Minnesota Budget Project was awarded $100,000 to implement a family-centered process to receive advanced periodic payments of Minnesota’s new Child Tax Credit (CTC), and educate and support lower-income, immigrant, and BIPOC Minnesotans and their families to file for new and expanded state tax credits.
- Oregon Center for Public Policy was awarded $100,000 to ensure effective implementation of the new Oregon Kids’ Tax Credit (OKTC), renew the Oregon Earned Income Tax Credit (EITC), and build support for a transformation of Oregon’s tax filing system.
- Pennsylvania Policy Center was awarded $100,000 to continue efforts to build public support for a state EITC.
- Washington State Budget & Policy Center was awarded $100,000 to build on the successful launch of the state Working Families Tax Credit (WFTC) and ensure that all eligible households get access by supporting automatic eligibility for households accessing other public benefits such as TANF.
Rapid Response Awards
- Connecticut Voices for Children was awarded $25,000 to advance the creation of a Connecticut Child Tax Credit and necessary progressive tax measures to fund it.
- DC Fiscal Policy Institute was awarded $25,000 to advance the creation of a DC Child Tax Credit.
- Economic Progress Institute was awarded $25,000 to increase the state’s refundable Earned Income Tax Credit.
- Espacios Abiertos was awarded $25,000 to support a policy education campaign to communicate the need for increased federal support of Puerto Rico’s Earned Income Tax Credit program.
- Massachusetts Budget and Policy Center was awarded $25,000 to advance the expansion of the state Earned Income Tax Credit to ITIN filers.
Federal Awards
- Groundwork Collaborative was awarded $55,000 to help increase outreach and engagement on IRS Direct File pilot in 2024.
- Work Money was awarded $25,000 to help increase outreach and engagement on IRS Direct File pilot in 2024.
- Young Invincibles was awarded $25,000 to help increase outreach and engagement on IRS Direct File pilot in 2024.
- Humanity Forward was awarded $50,000 to support efforts to expand the federal Child Tax Credit (CTC).
Economic Opportunity Funders and the Tax Equity Funders Network administer and oversee the State EITC Rapid Response, Campaign, and Policy Development Fund and the Federal EITC Campaign Fund to advance tax fairness and economic opportunity for low-income workers and families through the promotion, protection and expansion of the federal and state EITCs. The four funds – together known as the EITC Pooled Fund – are guided by an advisory group, supported by three national funders and administered in partnership with the Center on Budget and Policy Priorities and The Hatcher Group.
